People've suggested Vimes, but I think he'd be more of the Secretary-of-State type. Someone also suggested Drumknott. One of the best comments so far: The Bursar for foreign relations, on the grounds that it'd be nice to deal with someone who made sense half the time (or something to that effect; that comment's on my LJ).
